The body of Christ, the church/ecclesia, joined to Christ, the head, guided by the Word of God, empowered by the Holy Spirit and with the members connected and working, has responsibility for governance within the Kingdom as we live it out among ourselves.
Isa. 9: " For to us a child is born,

and the government will be on his shoulders.

Wonderful Counselor, Mighty God,
Everlasting Father, Prince of Peace.
7 Of the greatness of his government and peace
there will be no end.
He will reign on David’s throne
and over his kingdom,
establishing and upholding it
with justice and righteousness

Unity in Diversity
Romans 12:4 "In one body we have many parts." These parts don't all do the same thing. By necessity, the body of Christ has diverse parts, in terms of function, cultures, peoples, and even ideas. But these parts must be unified by the underlying unity, which is being 'in Christ.' Romans 12:5 "In the same way, many people are one body in Christ." Each part is a member of the other parts. As there are many denominations, there are many peoples, many households, many communities, even many nations. Any one person can be a member of many parts, but we are ALL members of the body of Christ. Ephesians 4:3 "Try hard to keep the Spirit's unity; use peace to tie it together." Diversity without unity is chaos. So what unifies us? The Holy Spirit who dwells within us.
Popular Sovereignty comes from the word popular, meaning people and sovereignty meaning that we have authorization. Essentially, we are authorized by God to be the part of the body he created us to be, with our own gifts, talents, abilities, callings and preferences. Romans 12:6-7 "God's gracious love gave us different gifts: If it is prophesying, then prophesy by degree of faith. If it is helping other people, then help. If it is teaching, then teach. If it is encouraging people, then encourage. If it is giving money, then be generous. If it is leading others, then work hard. If it is showing mercy, then be cheerful." In considering Popular Sovereignty, it is important that we respect the role in which each of us serves. It is also important that we be given sovereignty over our part of the body, that we not be FORCED by edict or dictate to function just like another part of the body. Or, in other words, we should allow the various members of the body of Christ to exercise their ability to do the work God assigns. Remember that the body is unified, it is therefore connected through a common vision, to fulfill the Great Commission and the Great Commandment, that it follows the ONE way to salvation, the commitment to Christ as our Lord and our Savior, who died for our sins, rose three days later, and returned to His rightful place beside the Father. Popular Sovereignty without Unity in Diversity rends the body apart. Popular Sovereignty WITH Unity in Diversity strengthens the various parts in order to serve as a whole body.
Romans 12:10 "Have the same kind of love for one another which brothers have. Give each other more honor than you do yourselves." We are equal in the eyes of the Lord. Democratic Equality is about recognizing that equal standing with each other and before God. How can we elevate ourselves over others if we must give others more honor than we give ourselves? Unity in Diversity BUILDS the cornerstone of the body. Popular Sovereignty allows the parts of the body to flourish freely within the Word. Democratic Equality keeps the parts from elevating themselves over the others. Note, Democratic Equality does not prevent us from having various scopes of responsibility, but it does say that in exercising that responsibility leaders should serve, not lord it over others.

Scripture as Rule of Law establishes ultimate the ultimate authority, Scripture and calls to accountability to it. James 1: 22 "Do not merely listen to the word, and so deceive yourselves. Do what it says. 23 Anyone who listens to the word but does not do what it says is like someone who looks at his face in a mirror 24 and, after looking at himself, goes away and immediately forgets what he looks like. 25 But whoever looks intently into the perfect law that gives freedom, and continues in it—not forgetting what they have heard, but doing it—they will be blessed in what they do."
