Is the Government doing what the Church should do?

There was a time when it was the responsiblity of the church to provide for people. Now we don't need to do much of that... we can just let the governement do it. Is this what God intends? I recently talked to a gentleman who told me that he had done some research on the early church. In that era, Rome began a bunch of social welfare programs. The church also took care of people. The leaders of the church made a simple rule - you can eat from Ceasar OR you can eat from the table of the Lord, but not both. What should we, the CHURCH, be doing that we aren't?
